The Hibbert Journal for July is a good averago issue, perhaps the most striking article being' "An Open Letter to English Gentlemen;' an anonymous appeal to those who have had the birth and education of gentlemen to take up the task of the regeneration of thair country. The writer believes in the special fitness of those whom he addresses for sncli a task, and states that if they would give to it a titho of the enthusiasm now devoted to sport thoy would "break the back" o( our social problems. In a note the editor .mentions that a practical movement in accordance with tho appeal is being organised. Other articles include on© entitled "Is Punishment, a Crime?" by Dr C. J. Whitby; and another on "Mr Bernard Shaw's Philosophy," by Profresor A. TC Kogers. Prinoipal \V. M. Ghilds has ii thoughtful paper on ".Women,Suffrage," and Professor •Tothro Brown, of Adelaide, contributes an excellent article on "The Message of Anarchy." Then a number oPpa'pecs on metaphysical and scholastic matters, and the mud liberal space is given to discussions, reviews, and bibliography of recent hooks and articles.
