AGITATION FOR REFORMS, Press Association—By Telegraph-Copyright. LONDON, August 29. (Received August 29, at 9.35 p.m.), Tho Hebdomadal Council of Oxford University, reporting on Lord Curzon's scheme, favours far-reaching reforms, including the remodelling of the constitution. In the courso of a speech at Reading on May 5 Lord Ourzon declared that tho country had been shocked at tho manner in which tho Crown had been brought into the prevailing political controversy. Tho suggestion that 500 peers.be created, in> structed to buy robes and coronets, and then sent to the House of Lords, like welldrilled supers, to vote for the reduction cf tho Chamber to nullity, was not polities, ho maintained, but pantomimes. Lord Curzon quoted Mr Asquith's statement in the Commons at the. conclusion, of tho dobate on the Veto resolutions, to' prow that Sir Edward Grey was wrong in 6aying at Ilford that nothing had been said concerning tho adyioo to be given to the Kins, Mr Asquith's statement was, ho declared, interpreted as a demand to creato pecm, not only in tho House of Commons, but also throughout the country. Dealing with the reconstruction of the Second Chamber, Lord Curzcn suggested that five Liberals and flvo Conservatives, with an impartial chairman, should sit in private for six months and draft a new Constitution.
