(Received August 18. at 11.20 p.m.) The Daily News, in discussing the Osborne decision, says that the most experienced officials are convinced that voluntary contributions are useless. A branch of 100 persons recently adopted a voluntary levy, and the following week two paid! The irony of the position lies in the fact that Labour, having based itself on its independence of Liberalism and Toryism, is now obliged to appeal to one or other for reform. Meanwhile Labour is much embarrassed in the municipalities, and its parliamentary candidatures have been reduced to a minimum.
