(Received June 10, at 10.15 p.m.)' Lord Rosebery, in a letter read at Edinburgh at the celebration of the oentenary of the s savings bank,/said the outlook for thrift was never less promising. Owing to the grinding taxation, the total disregard of eoonomy in public affairs, private luxury,. and the passion for pleasurej they were 'disdaining that thrift which is at the root of independence and two vital principles in national and individual life.
