SALE OF MEAT.
PROPOSED MUNICIPAL BY-LAWS.
The following draft by-lawa for the regulation and oontrol of butchers' shops ana tho transport and delivery of meat in tho oity of Uuriedin have been'submitted by the Town Clork (Mr E. W. Riohards) to tho Genoral Committee of the City Council for , 1. After the exjjuaUSA «f on© month from tho coming into forco of these bylaws no person shall carry on, the business of a butcher in any shop within , tho city unless tho walls of such 6hop as to their internal surface are of smooth tiles, or iron painted white, or romo hard, smooth white, and non-absorbent material, capable of being easily and thoroughly cleansed by washing. 2. Aftor tho expiration of such period as aforesaid, no person shall carry on the business of-a butcher in any shop within the city unless - tho wiholo of ,the external oponinga of such shop aro-.oomplctoly covorod with wiro gauze, >'so aa to.prevent as far as possible the access of flics or duet to meat exposed' thoroin. Provided that,if any perwn carrying.on «ich;business in' 'Any'.shop shall, by means of re-, volving fans, causo a current of air to be circulated; throughout, such, shop diihlg" tho hours in whioh meat shall be expSsed therein ho ehalf not bo lialjlo to a pfenalty ifndor this by-law. 3. Any; person carrying on tho business of a butcher in. any,6hop within the city shall—(a) During such 1 times as meat shall bo expoecd lihoroin cause tho external doors thereof ,to be kept olosed, save when the said doors are in use for tho purpose: of ingress);;thereto or egress thcrofrom. (b) Daily cause all refuse and dirt to be completely ((removed from, tho walk, floors, furniture, and utensils thereof; and 1 shall at ally.; times cause tho internal surfaces bd kept clean and free fromi offence,; lc) ! Causo all tho jofuse and dirt thorcfrom otherw.iso arising in oonncction therewith to bo forthwith convoyed to and keptj in- utensils securely covered with. a lid and- protected against the aocesa of flies,) and shall.causo such utensils to bo kept outsido ; tho said shop at least 15ft away from any. window or other opening which , communicates '• with tho interior of such shop, (d) Causo all refuse and dirt convoyed and kept as aforesaid to be ,re-. moved daily so tlmt ho putrid or offensive matter " shall -bo at any. time on' tho pre,miscs;and shall cause all utensils used-for tho reception or storage of refuse and dirt to .bo thoroughly, cleansod each day after; removal of their contents, And to be maintained at all times as cloan as practicable and in good repair, (e) Exhibit in a oonspieuous place in suoh shop a notice printed in Jargo type; as follows:—" Smok-liig-'or spitting in this shop is strictly pro-, hibitcd, and is aa olfonco against tho law.' 11 -
4. Jjo parson shall expose moat for exhibition or saio. in or in connection with any shop in tho oity, whioh meat is either wholly or in part outsido tho "walls of the 6aid shop or tho gauzo which enoloscs any external opening of tho eaino. '
S. No person shall uso any shop in the city 'for tho purposo of the said business if tho same shall'adjoin and be in direct communication with., any sleeping chamber, closet'privy, or urinal, or be used'ir wholo or in - part as a livng room.
6. Any person engaged or employed in tho city in tho wholestl© or retail sale, or in tho storage or delivery of meat, whether in a,chop; or- not, shall at'all times when so engaged or employed wear overalls and aprohs, whioh shall bo mado of somo washable'material,' and which -.shall' completely oov.er/. his.'Clpth'es. Any such person 6hall eaueo such ovoraUs and aprons to bo at ail times kept thorouglily cloan. 7.-Any person engaged or employed in tho transport or delivery of carcass meat within tho city shall at all times when so engaged ■ wear a cap, which shall bo constantly covorod with a 'detachable covering mado, of washable material, and ho shall wear overalls■ made of.washable material, which shall completely covcr his clothes. 110 shall cause, such covering and overalls to bo kept -thoroughly .dean. 8. No patson shall smoko or expectorate in any shop within'the cityxu'sed' for the sale or exhibition of meat.
9.. No person sufformg Srom any infectious "or eruptira disease, or from aiiy fostering wound, 6oro, gathering, or discharging abscess, or from consumption, bronchitis, or any chronio cough, or from offensive ailment, shall serve in or in connection witb any butcher's shop within the city, or. in conncction with the delivery, of meat within tho city. 10. 'Any porson engaged in the transport or. dclivory of ;noat within tho city shall cause, overy vehicle and basket used in such transport oi delivery to bo kept constantly Mainland in good repair. Any such person shall,Vat-the, conclusioh of each' day during which; it sliall'bo used, cause any such vehiclei to to thoroughly scraped and .washed or iothorwiso'.'cleansed, and , (if' straw: bo used) to be furnislicd with clean straw, and any such basket .to bo thoroughly cloansed 11'. 12- ' Any pdrson using a cavt or basket for tho transport or delivery of moat within tlio .pjty shall cause the same to be kept oovorod or closed, as tho case may be, exccpt moat is being placed theroir or taken' thcrofrom.
