Mi Rascal, in tho course of his reply, said that to most notable, feattvro in public sentiment during his terra of officewas the marvellous development of a true Empire spirit, not only in England, but throughout tine colonies, which were now slowing by practical methods their anxiety to help in bearing the burdens of tho Mother Country.
