PREMIER RESIGNS. Press AssQciatiou-By Telegraph—Copyright. ST. JOHN'S, March 4. ■Sir R. Bond, the Premier of Newfoundland, has resigned. Sir Edward Morris, who lias an equal number of .supporters, has formed a Cabinet. Tho Bight Hon. Sir Robert Bond, who lias been lVeniiiei" and Colonial Secretary of Newfoundland since 1900, is 52 years of age. Ho was educated for the liar, but entered politics More being called thereto. Ho entered tho legislature in 1352, was elected Speaker of the House of Assembly in 1884, and an Executive Councillor with tho portfolio of Colonial .Secretary in 1889, holding ofllco until 1897. In 1890 he was appointed as a. delegate to the British Government, on the French treaties question, and in tho same year the British Government appointed him to assist I/ord Pouncefotc in negotiating a reciprocal treaty with the United _ States, and he was mainly instrumental in completing w hat is known as 1)io Bond-Blaine Convention. Sir Bobert Bond was ono of the delegates appointed by tho Government to .meet Sir John Thompson, Sir Mackenzie Bowell, and Sir Adolph Clia.pleau at Halifax in 1892 on the Newfoundland fisheries question. Ho w-as appointed chairman of the deputation sent by the Government- to tho " Ottawa Conference" in 1895, and he was a' special delegate lo tho conference on French treaties in London in 1902. Tu 1902 lie was therecipient of the freedom of the City of Edinburgh, and in the samo year he was authorised by the British Government to reopen negotiations with the United States for reciprocal trade between that country and Newfoundland, and he succeeded in concluding a treaty known as the Hay-Bond Treaty. Sir Robert assisted in drafting iesridatioiis for carrying out tin? Anglo-French Convention in 1904. He received the freedom of the cities of London, Bristol, and Manchester in 1907. At the general election the Opposition was led by Sir Edward Morris, who had boon Attorney-general in the Bond Cabinet till .Julv. 1907. Rich party secured 18 ??aU, and a recount was ordered for the odd constituency, in which Mr Dawe, Minister of fisheries, had a majority of one. .
