N„" referring tc a review of an American work on the Government of England, states that the author is credited with the observation that while the position of the municipal councillor has " gone down," that of tho salaried expert has " gone tip." He thinks it natural to add, in view of this opinion, that a competent official such as the town clerk, should not be grudged the salary he is getting.
11. M. Henderson writes expressing sympathy with some of tho persons who are charged at the Police Court with committing nuisances, in view of the grow inadequacy of public sanitary conveniences in Uunedin. In Christchurch. ,he says, the underground lavatories in Cathedral square are a credit lo tho city, fitted up as they are in tho mo-t modern style for both sexes, with suitable attendants in charge. He suggests, now that tho municipal elections are near at haul, that the aspirants for ecats ip the council should have Ihe shortcomings of tlw city in this respect prominently brought before them, with a view to having some remedy provided for the present unsatisfactory state of affairs, which cannot fail unfavourably to impress visitors.
