REDUCTION IN WALES AND SCOTLAND. Press Association—By Telegraph—Copyright. LONDON, February 23. Lord St. Akhvyn, who is acling as arbitrator on the Welsh Conciliation Board, ha.s decided on a reduction of 5 per cent, in the, miners' wages. Lord Anlwall, acting in a similar capacity on the Scottish Board, reduced tin! miners' wages by 6{ per cent.
