NECESSITY FOR RESTRICTION, Press Association—By Telegraph—Copyright. LONDON, February 4. Mr J. F. Deacon, president of . the Society of Friends of Foreigners in Distress, bitterly complained that the Aliens Act was inoperative. Pauuer immigrants were admitted without restriction, and then appeals wero made to their society to repatriate them.
