PROPOSALS FOR DISCUSSION. }?rejs Association—By Telegraph—Copyright. LONDON. February 2. The Chamber of Commerce has drafted a series of resolutions to be submitted at the forthcoming congress. Among them are those, advocating an extension of trado reciprocity between (treat- Britain and the colonies, co-operation with a view to l;eepir.j,' I'rit.isfli emigrants under the flag, and one suggesting that the postal departments of t'lia Empire should confer in order to deviso a scheme of cheaper cablegrams.
