A MINISTERIAL PRONOUNCEMENT. (Per United Press Association.) NAPIER, June 18. Recently a complaint was made to Mr MiOaithy, S.M., that a court bailiff had been prevented from swing a judgment summons on a man employed in the Ea.ilVay Workshops,' and had been put off the works by the foreman. Mr M'Oarthy referred the matter to tho Minister of Justice with the object of obtaining _ his decision as to the prevailing impression that Government servants cannot bo served while engaged at work. The Minister replied that if such a thine: happened it was a serious affair, because under all circumstances "tho ICing's writ must run." The foreman, who denied the allegation, has been informed that iio must afford every facility to officers of the law in the execution of their duties,
