Pies: Association.—By Telegraph.-Copyrigat, LONDON, June 17, Lord Milnei delivered all address before tilie Colonial Institute upon the better organisation of the Empire. He remarked that besides close reunion and co-operation, with tihe self-governing colonies another object was the fetcnito'on and development of dependent Empires, especially India, which -would .probably always be Great Britain's greatest pesSession. They should therefore initereet the self-governing States ill Miaft affaire. He instanced the attitude of the colonies towards the coloured races as one of danger, and said it was due to colonial acquaintance with tlio dependent Empire being so limited, Lord .Milner added that some form of Imperial Council, to bo purely deliberative in. the first instance, was needed to correlate tho efforts being made to solve problems of common interest.
