PROPOSALS FOR REFORM.
Pro« 9 Association- By Telegraph—Copyright, LONDON, March 6. (Received March 6, at lO.'lO p.m.) Sir Edward Grey has sent to the Powers his proposals relating to Macedonia as foreshadowed in his recent speech.
In the course of his speech. Sir Edward Grey said that as far as railways favoured trade they hud Britain's goodwill. He trusted that the Novi liizar scheme would not, lead to difficulties. Britain was. prepared to relinquish hec gendarmes scheme if a better one was suggested. He was certain that if concert were determined the quest'on could be settled by a Turkish Uov-jrnpr of capacity and character known to the I'owers and irremovable for a term o£ years. He should be (riven a iree hand to secure an effective administration. If the appointment were accompanied by a reduction of Turkish troops" a collective 'guarantee should be given that Turkey's dominions would not be intjrfered with from outside. The danger was not that th? Powers were likely to quarrel, but that concert was likely to perish from lack lit vitality The condition of Macedonia, if neglected, might precipitate a catastrophe, but this was preventable by union and determination in concert, v/hieh- the Government, would continue 'to do its utmost to secure.
