CONCILIATION BOARD RECOMMENDATIONS

MUSTEREHS' J)ISPUTI :

The following arc the recommendation.* of the Conciliation Board in connection with Hie industrial dispute between the Otago siul Southland Musterers' Union and tho sheepowners:—

The beard, having considered the evidence adduced oil behalf oi the union, which was of a very meagre nature, and notwithstanding that they v/erc hampered in their deliberations by the absence of any evidence on belmlf of tl?e employers, makes the following recommendations: —

1. Lending shepherds, whether oi -longwcij or merino flacks, where two or more shepherds we kept, shall be paid not less than XBS per annum.

2. Ordinary shepherds of all longwool or merino flocks shall be paid not less than £70 per annum. These rates to apply only to ir.cn engaged exclusively as shepherd?, and not to apply to farm labourers who may bo occasionally employed in shepherding. :J. Iu all cases the employer shall supplytile men with sufficient v/boleeome food, including butter, in addition to the abovo rates,

•t. When lnus'crcrs are engaged to muster shesp, whether merinos or lougwools, for any purpose they shall be paid not less than 10s, per day, and no time shall be tahen oil for wot weather or other causo over which tho men havo no control.

a. lingerers shall, where practicable, ho supplied with good, dry sleeping accommodation on the hi:ls, and provision shall be made for the porteetion of all bedding from wet. during transit and while in use.

0. Any shepherd having less than a yearly engagement or musterer emplovtd in "snowraking shall be paid at the rate of 10s per day.

7. Good wholesome fc.od and butter shall bo supp.icd -to uvea engaged in mustering or snow-raking, in addition l:j their wages. 8. Before cOimucncing ally muster where two or more shall bo employed it shall ho the duly of the nmstorers to appw'nt one of their number to represent the men as between the employer and the , union. All complaints shall he in writing, and shall bo given by such reprefcntative to the employer, or received by him from the employer as ths case may be; and' if the matter in dispute be not settled by ihe employer and She representative of the men, tho party complaining may send a copy df tho complaint to the secretary.of the union, who shall take ■sncli action as the executive may direct. All the men employed ill mustering; at the time of any such dispute arising shall he kmnd to ob-eryc tho conditions of any agreement entered into fcy such representative and the employer for the settlement ot such dispute. 9. So long as any shepherd or musterer of good character is permitted, on payment of not more than 10s entrance fee and an animal subscription not exceeding 10s per year, to becomo a member of tho union preference of employment .shall bo given to members of the union, if immediately available and equally competent to do the work, over non-unionist, 1 ?. 10. When members ot the union and ncnmembers arc employed together there shal' he 110 distinction between them; both shall work in harmony, and shall receive equal pa}' for equal work.

11. A'o employer shall discriminate against members of (he union, and no employer shall, in the employment or dismissal of men or otherwise, do anything for tho purpose of injuring tho union directly or indirectly.

12. No employer shall place any obstacle ill the way cf any representative of the union in tho collection "of moneys due to the union from its members, or in canvassing for members, provided that such collection cr canvassing is not carried on in working licurs.
