PORT CHALMERS BOROUGH COUNCIL.

The usual fortnightly meeting of tho Port Chalmers Borough Council was held on Monday. evening, and was attended by the Mayor

(Mr Isaao Stevenson), Crs Cable, Tait, Morgan, Fail, Edgar, 'Mawson,'Powell, and M'Dowild, apologies for absenco' being received from Cra Voir and linewstubb.

CONGRATULATORY, , On taking the chair, bis Worship said; Before proceeding with the usual business I lrnvo, on behalf of-the oounoil and citizens of Port Chalmers, to express our hearty appreciation of tho honour conferred by hia Majesty, Upon Sir James Mills. Tho progress of Port Chalmers has depended almost entirely on the business energy displayed by Sir James, and wo hope ho may long b» spared to _ carry out tho multifarious duties with which ha is connected, and tliat, further honour may yet be, conferred upon him.— (Applauso.)

CORRESPONDENCE. J. and G. Scott, contractors for the new dock, wrote stating that as thoy wore using largo quantities of water in the construction of tho work, they would. 1» pleased if tho council oould see its way to make a reduction on the present rate of la Gd par 1000 gallons.— Declined. William Barbour, Mihiwaka, vnoto requesting a reduction in rent of section 29,' block IV, North Harbour and Btuoskin district, at' present occupied by him, and also stated that lio had siient a considerable sum\in erecting buildings and making permanent improvements in same.—Referred to Reserves Committee for report. . „■ Dr Mason, Chief Health Officer,, wrote ceT-. tifying that a hospital for tho reception and treatment of porsbns suffering from infectious disease, was necessary for the City of Dunedin and surrounding districts, and direoting tho steps to be taken in accordance with " iha Publici Health Amendment Act, 1904." -Dr ■ Mason _ quoted the names of the various authorities contributing to the cost of providing and!' maintaining the. hospital.— Reooived.

W. St. G. Douglas, chief posfmasler, wrote stating that tho Postal Department had agreed "to pay the usual rates, for water supply to tho post and tolograpli officcs at Port Chalmers, anil -that the local postmaster had been instructed accordingly.—liccoiycd. ■ F. W. M'Lcan, district railway engineer, wrote stating that, it was proposed to erect ft liydraulio oia.no at the- first landing, nod asked permission to oonneot the same with tho 2in water main, ft meter to be installed also.—Referred to Water Committee, with power to aot.

Several residents in Bolloviio place wrote complaining of tho stato of th<> road in front of their properties, and asked'tlmt a good footpath bo made at the plaoo indicated.— Referred to Works Committee (or roport. T. Honayne, General Jtanagei; of Railways, wrote staiting that the. council's request re stopping of express, trains at Xlppor had been carefully considered in all its' aspects, and he regretted that tho request to work local traffio by the through trains coaild not bo complied with', and, under tlio'circumstances, the regular stopping of tho oxpross trains could not be made. Cr Morgan moved that tho matter ho referrcd to the member for the district (Mr E. G. Alien) asking him to move in 'the matter. He was of opinion that at least one of the express trains should Btop at Uppor Port. . Cr Tait moved as an amendment .that a' deputation be appointed to wait upon the ■ Hon, J. A., Millar, as aoon as convenient, with that object in view.—Carried..-/ . ( OTFOMS. The Finance Committee reported that the total Teceip-ta since last meeting amounted . to £230 12s 9d, and accounts amounting to ■ £79 19a lid were recommended for pay-' ment. ■ To credit, district fund account on June 27, £108 Cs 5d.-Adopted, Cr Tait congratulating -the council upon tho healthy state of the borough finances. . .The Reserves Committee recorded that at 1 Mr Tennent's request the. agreement re ' the ' old Town Hall building be made out in the joint namos of Edwin Cowper Te'nnent and . the Deacon's Court of the Port ChalmersPresbyterian, Church, and that -they hava ' power .to let the said hall for other purposes if required. The committee further " reported being unable to recommend -thecouncil to do anything re -JTr Fountain's complaint, the matter being jiyrely a matter for mutual arrangement between the parties interested.—Adopted, the latter clause being referred baok to the committee for further consideration. - v The Lighting Committee recommended that the lamp in the band rotunda .be kept hilly lighted, and that the attention of tho.polico be called to'loiterers at bank corncr.— Adopted. 1 • _The Works Committeo'ieportcd having con-, sidered the' law relating to extraordinary traffic, - but * did not feel called upon to interfere in the. matter referred to. . Tho Inspector reported.' that fair progress was being made with the retaining wall at Mussel Bay. . Various croping and footpaths had been repaired and attended to, and the new lamp in Victoria place had boen placed' in position. ' Other items authorised had been attended to, and tho streets and water - tables generally had received' due attention.— Adopted. - . . , , The Sanitary Committee recommended that-

the borough solicitor be informed that the'' council did not intend to proceed further in the'matter of the Mount' streot drainage, • Cr Powell explained that the present position arose through the neglect by , the counoil of certain preliminary formalities, and moved the adoption of ■ the report.—Cr Edgar contended 'he roattor was one'of emergency, and ns such could be dealt with by the council under the provisions of section 51,' Publio Health Act, 1900.—After some discussion the ' report was adopted. ' ' ■ '

Brown, adjoining Macandrew load, be pegged off as set forth in the inspector's plans, and that the area held by Mrs Brown be reduced by 13ft; to take effect from May 92, nit.' "—Carried, Cr Mawson then moved that the sam< motion be carried embodying the inspeotor'i plan, dated June 26 nit.—Carried. '
