CONSTITUTION PROMULGATED. Pras Association—By Telegraph—Copyright. CAPETOWN, July 2. (Received July 3, at 0.40 a.m.) Lord Selborne promulgated the Constitution of Orange River Colony to-day, The ceremony was a brilliant one. The following are the main features of the letters patent which confer on Orange River Colony a Constitution. They are based on the Transvaal precedent:—A Legislative Council of. 11 members, to bo nominated first by tho Governor, with the right to be converted into elective members by the Legislature after four years; also an Assembly of 38, whereof five will represent Bloemfontoin; a separate Land Board, to bo created for five years, with security for pensions for those officials in the Land Settlement Department Who are retained, and a liberal construction to be out on settlers' rights. v
