TROUBLE .WITH THE NATIVES. THREE NEGROES FLOGGED. Prott Association—By Telegraph—Copyii»hs, LONDON, March 15. Owing to tlio lack of police protection, the natives at Nairobi, in British ]£ast Africa, insulted several white women. Captain Groga-ii, president of the- Colo« nists' Association, with two other Europeans, publicly flogged three negroes outside the. courthouse, despite the magistrate's protest. The unrest is increasing, and amis have been issued to the Europeans. March 16. ' (Received March 17, at 4.28 p.m.) s Arrangements aro in progress to send to Nairobi a small force of white police. The East-Africa Protectorate, which is administered by a Commissioner and Con-sul-General, is divided into districts, each under a Sub-Commissioner. Ono of the districts is Ukamba, of which Nairobi is tho capital. The military forces consist of tho 3rd or East African battalion of tho King's African Rifles.
