ST. PETERSBURG, February 25. (Received Feb. 25, at 11.38 p.m.) The death is announced of Baron do Staa!, formerly Russian Ambassador in London. Baron do Sla.il entered tlio Russian diplomatic service as Secretary of Embassy at Constantinople. Ho subsequently became Minister to the Court, of'VPurtemberg, and was tlience transferred to lonoon as Russian Ambassador in July, 18ii<l. He, with M. Lcssao- as special coadjutor, had tho management of the dciieato diploma He negotiations that attended tho despatch of the Afghan Frontier Commission, (he "unfortunate incident" of Penjrlob. etc.. and thofo also which followed the various crises in Bulgarian affairs iu 1885 and 1886.
