FIRST OFFENDERS' PROBATION' ACT.

(Per United Press Association-.) WELLINGTON, February 21. During a discussion in ihe Supreme Court to-day Mr Justice Cooper said ho considered the First Offenders' Probation Act an exceedingly good measure so long as it was discreetly administered, but indiscriminately administered it could be an element of evil. It had. however, been very carefully administered by the courts. He was very much inclined lo think that many young men know the provisions of this act tnd say, "Wo can commit crime and we can go before tlio court and ask for probation." Ho agreed that it was best to keep young men out of gaol so long as such a step was consistent with tlio proper administration of justice.
