THE BUTTER BILL.

(Received Feb. 21, at 9.54 p.m.) The Butter Bill provides for the registration and inspection of factories where butter substitutes are made, and empowers the Board of Agriculture authorities to enter unregistered premises if they believe inspection is desirable. The bill limits tho proportion of moisture to 16 per cent, for butter and margarine, whether homemade or imported, and 24 per cent, for butter substitutes. The latter must be delivered to tho purchaser in a wrapper bearing a printed description of the article. The penalty for a first offence under tho net is a fine of £20, for a second offence a fine not exceeding £50, and for a third and subsequent offences fines not exceeding £100, with imprisonment in cases which come within the scope of the Food Drags Act' of 1899.
