Mr lan Malcolm, n former' private secretary to tho Chief Secretary of Ireland, in a letter to The Times, after making n special visit to Ireland, declares that the recent description of Mr Bryce (ex-Chief Secretary for Ireland) of the tranquil and peaceful condition of Ireland is false. He gives painful instances of widespread passive and active boycotting.
