Press Association—Ey Telegraph—Copyright LONDON, September i'L (Received Sept. 12, at-11.22 p.m.) Tho Daily Express's Berlin correspondent reports that the police have arrested at Rrcsl&u three Anarchists—an Italian, a- Pole, and a Czech, —who are agents of the International Terrorist Organisation, on suspicion of having intended to throw a bomb at-' the Kaiser while tho latter was motoring to the manccuvrcs. The Anarchists resisted violently, and tried to stab the detectives. A number of Russians and Polish.Anarchists have been expelled from Breslan, and others have been arrested. Extraordinary precautionary measures are being taken lo guard the Kaiser.
