MORNINGTON BOROUGH COUNCIL.

I The monthly meeting of the Momington ] Borough Council, held last evening, was attended by the Mavor (Mr H. B. LeCren), Cre Millar, Kieol, M'Cartby, Hope, Clarke, Birt, Anderson, and Dickson. Cr Henderson j sent an apology for unavoidable absence. THE LATE PREMIER. ! The Premier telegraphed thanking, the council on behalf of Mrs Seddon and family, tho Government, and himself for their kindly message of sympathy in the irreparablo loss . they had all sustained.—Received. I CORRESPOfoDEXCE. The Momington Ratepayers' Association' wrote forwarding tho following resolution in ■ answer to the council's motion of June 11: " That this meeting of the association, while acknowledging that councillors are elected by a majority of the ratepayers, wo submit that a recommendation to consider the advisability of doing away with the services of tho foreman of works, seeing that the loan for works was now expended, deserved a more gentlemanly answer, as it was not our intention lo dictato to the council, but to bring before it a matter which was of : public interest."— ■ Received.

Tlie Ratepayers' Association wrote further, asking why it was that one of the enginedrivers was getting a bonus of £1 10s per month.—Cr Clark moved—" That the association be written to stating that the council does not recognise it in any way as a Ratepayers' Association, but any of the members, being ratepayers, can obtain information in tho ordinary way."—The motion was carried as a»ainstan amendment by Cr Nicol—" That any information be supplied whereby the council cau enlighten tho association as to borough works in any way." The Town Clerk, Dunedin, wroto stating that the City Corporation would 1 be in a position to undertake the supply of electrical energy for power and lighting, purposes at the beginning ri next year. The Electric Power and Lighting Committee of the City Council inquired whether the Momington Council was prepared to accept power in bulk at the city's boundary and distribute same by carrying out its own reticulation, or whether the City Council might enter the borough and reticulate, subject to regulations to'he issued bv the Board of Control-Referred to the Water and Lighting Committee to report. A long letter was laid on the table from E. S. Mantz, for the most part a criticism of tho Mayor's conduct of meetings of tho council.—Cr Clarke moved that tho letter be not received. It was a direct insult to the Mayor. —In seconding the motion, Cr M'Carlhy said there was no ground for nine-tenths of the charges laid, Jw> one would regret it nioro than Mr Mantz if the letter was made public. —The Mayor slid it was immaterial to him whether tho letter was read or not.—An amendment by Cr Nicol that the letter be- read was lost, tho motion being carried, 1 RT.PORT3, The Finance Committee reportod the state-: ment of accounts as follows:—Tramways revenue account, £457-4 ts lid (debit); district fund account, JE3O3G 2s 4d (debit). His reason for so doing wes because it had been represented to Mm that the total expense of completing the Elgin road extension line would be .£lOO.l, and he believed now that a sum of £3000 would be required to complete the work.—Cr Millar seconded.—Tho amendment was lost and tho report adopted. The Works Committee reported on correspondence as follows:—From M. , Galloway, with reference to the bad state oi Dairy street. —llefcrred to the foreman to attend to. From the municipal employees, asking that the holidays bo enumerated for which they were

entitled to full pay, and that they be granted seven days during the year.—That they be granted four holidays during the year— namely, New Year, Christmas, Good Friday, and Easter Monday. From the City Council, stating that £5 would he spent on the footpath across tho Town Belt from William street to High, street.—Agreed to. From A. Alexander, with reference to the mud-tank in Burke street.—Referred to tho Drainage Board. From Donald Henderson, applying for payment of an account for filling in tho street (£lO ss).—Referred, to a committee of the wholo council. From li. Mechalis, Carisbrook, asking that the foundation of wall be protected and made good.—Referred to tho foreman to report. From Batbgalo and Woodhouse, solicitors, to Bos 3 and Glcndining account.—Received; case to proceed. Recommendations: That in future anyone requiring pipes put across the footpath, the foreman to put the same in on tho cost being paid, and that the price bo fixed at 10s where thero is an asphalt footpath and concrete channel, and Gs where formed footpath only. —That tenders bo called for the supply of . 1000 yards of 2Jin metal during tho year.— That tho attention of the City Council be drawn to tho footpath from Neidpath Toad through the Town Belt, with a request that it bo repaired and made a little wider.— Accounts to the amount of £72 17s Od have been passed for payment.—Adopted, . pondence as follows:—From the District Health Officer, with reference to tho drain at Mr Morris's, and requesting immediate I action to be taken against those causing tho m.isance.—Referred to tho Drainage Board. From the District Health Officer, drawing attention to the drainage from the properties of Messrs Lamb and Provo, in Cooper street. —Referred to the foreman lo report. Several complaints ro sanitary contractor have been received, and referred to him to attend to. Notice has been given to several owners of hedges to have them cut to their proper'! boundary.—Adopted. The Special Committee reported that i'. had oxamined the account of the Dunedin Drainage Board for work done to the amount of £69 16s 3d, and had-examined the drains. The committee whs of the opinion that most of the drains were not in connection with tho tramway, and were part of the general sewerage drains of tho borough, and were the property of the Drainage Board. The committee recommended that the items—l silt well £5 lis 2d, track drain 17s 6d, and supervision at 10 per cent. (12s 10d),—total £7 Is 6d, he passed for payment, and that no liability be admitted for tho other items.—Adopted.

The Acting-Manager reported for the month of Juno on borough tramways:— Main Line- A good service and time-table has been maintained, and everything has worked very satisfactorily Ont of respect to the late" Premier traffic was suspended on the 21st from) 2.30 till 3 p.m., the time of the funeral. A good service has also bcea maintained en the extension line. It has been found necessary to do some repairs to tho rope. Mr Stansficld has completed tho new car with the exception of tlm battens on the side seats and the window guards. The painters are now at work on the car. I recommend a progress payment of £10.—Received. Tho Foreman reported on the progress and completion of works for last month within the borough. In regard to tramway works he reported as follows:—The concrete foundations have been completed. The new engine was delivered a few days ago, and the contractors have the setting tip of the machinery well in hand. In the? new boiler house 'about 70ft of 4in drain pipes have been laid to take drainage from the present engine room out to street channel, and a new blow-olf well put down, and 30ft of 4in drain pipes laid from the well to the street. The old coal-bunker was taken to pieces, removed to now site, and re-erected. The iron girders in tho new rope-way have been set on the top of the brick piers, in 1 concrete, and bolted down. The boiler was removed from tho old site round into the : now boiler house, and set in its new bed; the total cost of removing the boiler, including the hire of mechanical appliances I and all labour was £7 17s sd. Before concluding, I would like to state thai with .! regard to the cost of the various tramway works, which I gave you some time ago, the ; work has been carried out within the esti1. males.
