(Received Feb. 12, at 8.43 a.m.) There is a recrudescence of the Letts insurrection in the Baltic provinces. General Orloff's column at Biga is returning. A boy threw a bomb at four gendarmes at Warsaw. A terrific explosion followed, in which all were killed. The perpetrator escaped. A bomb thrown from the street wrecked a tavern in a St. Petersburg suburb, Two persons wero killed and 17 wounded. The troops, after a stubborn fight, captured the ringlcadeis of the disorders on the Siberian railway. Arms and dynamite were also seized.
