THE CHINESE BOYCOTT.

NEW YORK, October 21. (Received October 22, at 4.53 p.m.) President Roosevelt, speaking at. Lanta, said that federal control of corporations was necessary. Referring to the insurance scandals, he said that the. public conscience, was shocked at the revelations and at the way some great fortunes were obtained and used. Congress must assist towards endimr the Chinese boycott, tlic speaker adding " We have come short of our duty towards China, and we ought to operate the exclusion law with as little harshness as possible, showing every courtesy, consideration, and encouragement to the Chinese, and guaranteeing to all except coolies the same light of entry and the same treatment as are guaranteed to' the citizeus of any other nation."
