OPINIONS IN TOKIO. TOKIO, September 11. (Received' September 12, at 8.29 a.m.) The Progressive party at Tokio strongly condemned the Peace Treaty as beings a lasting humiliation, and declared that the Government's action in suppressing the late demonstration was a grave violation of the Constitution. Marquis Yamaga.ta, in an interview, stated that the factors deciding Japan for peaco were the country's prosperity, Russia's uncompromising attitude, and tho ■world's pacific advice. ? Two companies of Russian infantry with two gn'ns in Manchuria, on the 9th, opened an attack, but were outflanksd and fled, leaving 40 dead.
CHARGES AGAINST RUSSIANS. MUTILATING THE DEAD. LONDON, September 12. Received Sept. 12, at 10.5 p.m.) Medical testimony has been gazetted at Tokio to the effect that the Russians were using dumdum bullets at Yladimirof and other Saghalien engagements. It is also alleged that abuses of the Red Cross have been committed by the Russians, and that they have mutilated Japanese who were killed while fighting. CHINA'S CLAIMS. ST. RUSSIA'S THANKS. ST. PETERSBURU, September 11. (Received Sept. 12, at 8.29 a.m.) _ As a. mark of the Government's appreciation of President Roosevelt's services, Russia, Las abolished some of the import duties in lier retaliatory tariff against the United States.
