He went to Sydney on the understanding that he was to return to Melbourne to consult tho Government in reference to the future manage- . ment of the agency, but, sickness delaying him, he sailed from Sydney without visiting Melbourne. After Cabinet consideration, the Premier wrote to Mr Taverner condemning his hurried departure and informing him that ho should have returned audi ascertained tho wishes of the Government, concluding with these words: "I cannot but regard your action- as highly censurable."
