Mr Justice Edwards, in charging the Grand Jury at the oriminal sittings, said he considered that a too narrow construction had. been put by magistrates on the Summary- Jurisdiction Act, particularly in regard to such minor offences as tho ( thcft of small articles from dwellings and from vessels in port; and tlio theft of small sums by clerks from their employers.
