Mr Flower returned the money. A SHELL EXPLODES. September 12. (Received Sep. 12, at 11.12 p.m.) A shell exploded on the Italian warship Marcoiipolo at Chemulpo, killing four and injuring IG. EXTRADITION OF ANARCHISTS. The Parisian newspaper Matin states that France, the United States, Great Britain, and Italy refused to sign the convention prepared by M. Plelive ensuring the extradition of anarchists. Most of the other Powers signed.
