BOROUGH COUNCIL MEETINGS
CAVERSHAM.
The ordinary meeting of i.lie Caversham Eerough Council wis held last evening; present—the Mayor (Mr J. Wilson), Crs Burgess, Rutherford, R. Wilson, Carpenter, Cole, M'Pherson, Bridgman, Ruston, Bedford, and lliddleton. An apology for absence was received from Cr Puddy.

Tho Finance Committee reported that the sum of £424 lis had been lodged in the bank sfeco last meeting, and recomuicndcd that accounts amounting to £127 2s Ccl on the general account, £120 8s on the water supply account, £31 15s 3d on tho sanitary account, and £70 on tho hospital andl charitablo aid account be passed for payment. Ikying considered the AVaipori Falls Electric Power Company's circular, lite committee referred it lo tin council. With regard to the Cargill road widening, the committee had instructed the clerk to ask the South Dunediu Council for its contribution of £300, and also to ask tho City Council for <i progress payment of £500. Having considered a letter from Mr Fulton, the committee recommended the council to flccHne the request for a reduction of rent of tho Waapori endowment.—Adopted. Tho Inspector reported that about 20 oliains of footpath in Forbury road had been coated with rotten rock, and blinded with stone dust. The recently kerbed and channeled portion of footpath in Edwin street had been fllledl in and formed.' About eight chains of fencing had been erected in Low street, the enclosure to bo used as a dust tip. The contractor had commenced tho work of forming Law street.— Approved.
The Works Committee recommends*!, with reference to Jliss Brodrick'a request, that mi approach bo made to her property in Norfolk stipet ait, a cost of £14, providedl sho paid the half-cost. With regard to tlio South Dunedin Council's request, the committee recommended that ono lamp bo erected at tho corner of M'Glnshan street, fergill road, provided the South Dunedin Council erect and light, a lamp on the south side of Cargill road between Bradshaw and Helena, streets, The committee recoramcndeca that the South Dunedin Council bo asked to pay half-cost of erecting and lighting a lamp on the ForbiiTy road between Maoandrew and Cargill roads. Tho committee had considered tho Vaipori Fulls Electric Power Company's circular, and referred it to tho council, with reference to the petition from residents of Moniington, tho committee recommended that the question of extending the footpath an Glen roadi be considered when tho sehedulo of works was drawn up. The council was rocommended to instruct the inspector to reinstato the roads at St. Clair to tho samo condition as they woro in when Jlr Matheson commenced his contract with the Drainago Board.—Adopted. The Drainage, Water, and Sanitary Committee referred the Waipori Falls Electric Power Company's circular to tho council.— Adopted. CORRESMXDEK'C'.:. Tho Dunedin Suburban' Gas Company wrote that it had previously conmmnicatedi with the council with a view "to obtaining a conference to discuss details re street-lignting, etc., but •had not yet received A reply. 'What the company desired to arrivo at was what the council desired in the nature of street-lighting, where the lamps should be situated, etc.—The Mayor said he did not think tho council was prepared at tho present time to go into the matter.—Tho letter was referred to the Lighting Committee.—Cr Burgess: Don't you think it is time wo appointed a committee to consider whether wo should buy out the Caversham Gasworks? It is time wo had a gasworks of our own.
The Greater Dunedin Committee forwarded a. copy of its report.—Received.
The Town Clerk, St. Kilda, wrote stating that the St. Kilda Council could not seo its way to share the oost of erection and lighting oi a lamp at the corner of Victoria and Forbury roads—Tho Mayor said when Caversham Council supplied all the lighting opposite St. Kilda Borough it was tho least that St.'Kilda. could do lo erect one lamp.—The letter- was received.
Mr J. Wilkinson wrote that' owing to tho subsidence of part of High street, Caversham, tho retaining wall of the late Mr W. Blackwood's property in that street had collapsed. Tho trustees had had the wall replaced at a cost of £9 os, and asked that tho council pay at least half of this.—Referred to tho Works Committee to report.
The District Health Ofli-je; wrote stating lie was informed that Jmen engaged in tarring screenings, etc., at Forbury road had defifcd somo neighbouring grounds. 110 renuc-sted ail abatement of the nuisance.—Cr Cole said the men were city employe's.—The letter was referred to the City Council.
The (District Health Officer wrote staling that his attention had been called to a house, being erected in Cargill road, nearly opposite Bradshaw street. Upon examination of tho building ho v.'as informed that the materials being used bad been taken from a house in Stafford street, Dunedin, which he had condemned and ordered to be pulle.l down. He had ordered the building operations to cease and the part already crected io he pulled down. He requested the council to see that his ordc-rs v/ere'Cßrried out.—The Mayor moved that the letter be referred to tho Works Committee. Ho thought it a strange thii.-g that Dr Ogston should tsko up this position when on other occasions he had not actsd. He (the Mayor) liad approached Dr Ogston with reference to houses tliat should be condemned, but Dr Ogston bad given no support in the mailer. There were several houses being erected in Ivensington, and the council declined to approvo the plans of one houso for some time, but Br Ogston would not act. That building was in a worse condition than the place now complained of.—Cr Carpenter said tho AVorks Committee had known nothing of the state of the timber. It knew it was old timber, but was not aware that it was condemned materia.!. —Cr Colo said ho thought Dr Ogston should bo- commended for his action. He moved tliat the inspector bo instructed to sco that tho Health Officer's instructions were carried out. —Tliia was seconded by Cr Burgess and carried.
\V. lCnipe, Edwin street, wrote that lie had received an account tor £1 17s (id {or kerbing and channelling. The charge v/as unjust, as ho paid for the kerbing 20 years ago. He enclosed a newspaper clipping regarding Jlr Justico Coopers decision with reference to borough asphalting.—Referred to the Finance Committee.
The Town Clerk, Dunedin, wiota informing the Caversham Council ilmt it was (lie intention o£ the City Council to make application at an early date for authority to supply electricity for "lighting and power purposes in the city and suburbs, in terms of " 'l'ho Electric Lines Act, 1884."—lleceivcd. The Town Clerk, Dunedin, wrote referring to the Civeraham Council's letter regarding tlio' state of the Mam South load, and stating
in reply that the matter had been referred to the city electrical engineers for their attention. — Received.
WIDEN'I KG rOIIBURY ROAD. The Towu Clerk, Dunetlin, wrote slating thai liio City Council had agreed that the sum of £450 should be contributed towards the cost of v/irleiiin# Forbury road.
The Mayor moved that a. letter be sent to the South Dnncdin Council stating that the Cavcrflham.Counr.il had received the offer of !'!SO from ihmedin City, and asking the .South Dunediu Council if it was willing to pay half the balance.
Cr Bridgman said ha ditl not think the council had any authority to ask the South Dunedin Council to pay. Tho resolution, anyway, could not be carried inordinary council: a special meeting was required. He moved that tho matter lie deferred to next meeting. Cr Huston said he understood' the £450 was to fetch the South Dunediu vote up to Cavcrsliain'3 proportion.
Cr M'Pherson questioned whether the council could commit the ratepayers to these large sums of money. Tho Mayor said if the ratepayers did not sanction a loan the negotiations would bo ended. In answer to Cr Cole, the Mayor stated (hat the cost to Caversham of widening Forbury read would bo £1125. Tho Mayor's motion was carried, GENERAL. . Tho clerk was instructed to write to the Drainage Board drawing attention to the state of Prince Edward road. MAORI HILL. Tho ordinary meeting of llie Maori Hill Borough Council, held last evening, was attended by the Mayor (Mr J. L. Passmore), Crs Pilkingtou, Butler, Butterfiold, Crowlher, N. Booth, Smith, Long, and J. Booth. The Waipori Falls Electric Power Company forwarded circular and copy of the proposed bill —The Mayor pointed out that tho passage of tho bill would not commit tho council m any way, and it was resolved—" That the ccuucil having ennsiteed the proposed Waipori'Falls Electric Power Act, is of opinion that it may be advaiitage'oll3 to the peoplo of the Maori Hill Borough that electrical energy should be made available for lighting and oilier purposes, and resolves to offer no opposition to the passing of tho bill, but) rather to facilitate it."
The Town Clerk, Dunedin, wrote that it was the City Council's intention to make application at an early date for authority to supply electricity for lighting and power purposes in tho city and suburbs.—Received. The Secretary of the Ocean Beach Domain Board forwarded a requisition for the contribution of fli (is Id.—Tho amount to be paid.
J. Shrimpton wrote drawing attention to the necessity of starting putting up -tho names of streets and numbering bouses in. his part of tho borough.—Left in tho haradis of the SoutJi Ward Committee and the Mayor, with power to act.
Messrs Duncan and MacGregor wrote tbal tlio trustees of the lato John Macmillan .would accept tho offer of £5 6s as full compensation. for the land in Lcith Valley tlio council proposed to take for road purposes.—The action or tho committee in' mainig the offer was approved. Correspondence from E. S. Clarke (Woodlir.ugh) and E. A. Gibson (Woodend) was received in respect to a drainago difficulty, ana it was resolved that Mr Gibson, be informed that he must discontinue discharging drainago into tho stream. ,
Tho Finance. Committee reported that the bank book showed the following balances:— Loan account (credit), £122 17s sd; general account (debit), 5793 18s Cd. Tlio committee recommended l that accounts amounting to £100 12s lOcfi be passed for payment—Adopted. The South Ward Committee reported having authorised the town clerk to write to Walker Bros, agreeing to tako over Chamberlain street as at present formed and metalled on their paving the council £10 as offered; and luring instructed tho inspector to form ai footpath in Falkirk road from Lothian, road southwards. —Approved.
After the ordinary meeting a, special meeting was Jield, at which rates for the ensuing year were fixed as follows:— North Ward', 2d in the pound; South Ward, 2{d; East WaTd, SJii; and West Ward, ljd; with a drainage rate of 2d on South Ward and part of East Ward.
