Referring to tho AngloFrench Arbitration Treaty, he said formerly England and France saw the things dividing them, now they saw those uniting them. The Chamber greeted tho statement with clieers. M. Dubard moved to invite 'Mi Deleasse to arrange with other nations for a limitation of armaments. 31. Dolcnsse replied : " Our Estimates in late years have been lowered. Acts were more than words. It is not incumbent upon us to take the initiative. An amendment to M. Dubard's motion approving of M. Delcasse's action was carried by 490 to GO.
