Tho design of all poles, posts, standards, brackets, and other attachments are ,to he approved by the Government inspecting engineer, and such poles, posts, standards, and brockets are to be constructed in accordance with such approved design, and are to be erected or constructed in such manner as shall be approved by such engineer. The construction of the works is to be substantially c'onuucnccd within 12 calendar months from the date of the agreement delegating the authority conferred by the Order-in-Couneil, and the said works are to be completed and opened for traffic at the expiration of 48 'calendar mouths from the date thereof; and 011' failure to 'do so, then the powers given or conferred by the Order-in-Council ore to cease to be exercisable by the delegates of the Local Authority, as provided by clause 28 of the Second Schedule to the said Act: Provided that tho construction of the line of tramway numbered fourthly is to bo optional on tho part of the Local Authority, and the same may be constructed at- any time within the time granted by the Order-in-Counqij. ■ MAXIMUM SCALF, OP TOLLS AND CHANGES which may he demanded and taken by the Local Authority or its delegates 111 respect of the said tramway's:— P.ISSEN'GF.RS. 1. For all trams, exccpt workers' trains, between the hours of 7 a.m. and midnight-, for each passenger: (1) From-the junction ?f H-'.gli and Princes streets in Duuedin to the junction of the Hillside road and Cargill road, South Dtmedin. or from the junction of the Hillside road and Cargill road to tho junction of High street and Princes street-, or any part of such distance, a fore of one penny. (2) From the junolion of the Hillside rosd and Cargill road to tho Ocean Beacli along the Kllsido road, or from the said Ocean Beach to the junction of the Hillside road and Cargill road along the Hillside road, or any part of such distance, a fare of one penny. (3) From tho intersection of High and Princes streets in Dunedin to Cargill road, via Anderson's Bay road, a fare of one penny; and from Cargill road to the intersection of High and Princes streets in Dunedin, via Anderson's Bay road, or any part >. of such distance, a fare of one penny. (4) From Cargill road, via Anderson's Bay road, to Queen's drive, a fare of one penny; and from Queen's drive to Cargill road, via Anderson's Bay road, or any part of such distance, a fare of one penny. (5) It and whenever the line fourthly described shall be constructed, the wholo route thereof lo the terminus thereof at St. Clair, from the intersection of High and Princcs streets in Ducedin, and from the terminus thereof to the intersection of High and Princes streets in Dunedin, shall 1)3 divided into three sections, for each of which or any part thereof the fare shall be one .penny. (G) Provided always that- from- time to time - tho passenger fares for the whole or any part of a distance, may be reduced and raised again to the amounts hereinbefore mentioned. 2. Workers' trams for any distance from the intersection of High and Princes streets, Dunedin, to the extremity of the Eorotigh of Bt. Kilda, one peiiny; and for any distance from such extremity to' the intersection of High and Princcs streets, one penny. 3. In tho event-of the Arbitration Court grant-, mg extra wages to tramway employees on Sundays and holidays, an increase in fares proportionate to such extra wages may be charged. 4. Between'midnight and 7 a.m., one shilliiicr for each adult passenger for any distance as aforesaid, 5. Children under three years of age not occupying a seat to be carried free. G. Children up to 12 years of age occupying scats, one penny for any distance as aforesaid. 7. AH over 12 years of age. full fare. 8. Extra fareß may be charged for special cars running special {rips outside the ordinary time-tablo, but such cars shall be mado plainly distinguishable from the ordinary cars to the satisfaction of the surveyor. Goods and Mibciiaxdise. Passengers' ordinary luggage to the extent of 1-llb in weight to be carried free of charge. Goods and merchandise of all descriptions (excepting excess of passengers' luggage and parcels not exceeding 2001b in weight, which may.be charged at the rate,to be fixed for small parcolsj and excepting also heavy machinery and s'.ngle articles exceeding two tons in weight), at tiic rp,te of five shillings per ton per mile. For the fraction of a lon the Local Authority or its delegates may demand a charge according to tho number of quarters of a ton in a fraction, and if there be a fraction of a ton not amounting to a quarter of a- ton, the fraction shall be deemed a quarter of a ton. For the fraction ot a mile tho Local Auihority or its delegates may demand, a- charge according to the numbers of quarters of a jnile in the fraction, and if there be a fraction of a mile not amounting to a quarter of a mile, the fraction shall bo deemed a quarter of a mile. The rates of charges -for passengers' small parcels or luggage (over the 141b allowed free), and for parcels or lugga-gc not exceeding 2001b weight, may be fixed by the Local Auihority 0? its delegates; For the carriage of any one boiler or cylinder, or any one picce of machinery of any description, or of any single piece of timber or stone, or any other single article the weight of which shall exceed two tons, the Local Authority or its delegates may demand such sums as it or they may think fit. Articles in large aggregate quantities, although made up of separate parcels, such as bags of sugar, coffee, meal, and cases of tea, kerosene, and tho like, shall not be deemed/ passengers' luggage, but shall be charged for at the rate to be fixed for small parcels. It shall not be compulsory for the Local Authority or its delegates to cany goods and . merchandise between the hours of 7 a.m. and II p.m. REGULATIONS AS TO TRAFFIC, ETC. 1. The Local Authority or its delegates shall, 33 soon as the said tramways shall be wholly or partially open for puMic traffic, run cars for goods and passengers daily (except at the option oi tho Local Authority or its delegate? on Sundays), commencing not later than 7 o'clock a,m. and ending not earlier than midnight. 2. A car shall be despatched from each terminus at least every 20 minutes during each day between the before-stated hours, except when prevented by stress of weather, renewing Of lino, or other aufiicidnt cause. _ 3. Two cars for the use of workers, similar 111 _ every respect to those ordinarily run on the said lines of tramway, shall be run daily (except on Sundays and-statutory holidays) as follows— namely: From one of the terminal points on , one of tho-iincs of tramway in the said Borough furthest from the junction of High and Princes streets in Duuedin to such junction as aforesaid, between the hours of 7 a.m. and S a.m.; and two cars from the junction of High and Princes streets in Dunedin to such one-of tho said terminal points in tho said Borough between the hours of S p.m. and' 0 p.m. 4. No car shall be allowed to remain stationary upon tho-lines except at a terminus or at tho authorised stopping places along the lines, i 5. All ear 3 despatched from a- terminus between sunset and sunrise shall be provided with proper lamps affixed in conspicuous positions on the leading carriage and ou the last carriage of tho trains, the lamps on the leadin? carriago being of a different colour from thoso on tho last carriage, so as to indicate whether the car is approaching or departing; and the Local Authority or dts delegates shall bo responsible for tho said lamps being kept properly lighted, under a penalty not exceeding 40s for each offence.
