Leys, editor of the Auckland Star, who states that after having had time to study tho working of the" Federal Constitution, ho finds no cause to alter the opinion he had formed when he visited the Commonwealth as a. member of tbo Federation Commission against New Zealand's union with the Commonwealth. He speaks' optimistically about the future of New Zealand.
