(Received April 27, at 11.26 p.m.) Count Cassini (Russian Ambassador at Washington) informed Mr Hay that although Russia was unable to agree that free ports at Mukden and Takushan should be included in the AmericanChinese treaty, yet Russia would be prepared to conclude a special treaty with the United State.? after China had accepted Russia's demands. Mr Hay replied that the open door must be observed, and that America was unable to see how this would be possible if Russia's demands were granted.
