(Received April 17, at'B.ss a.m.) , In carrying out the process of the pacification of Finland General Babrikofi has been made absolute dictator of Finland for a period of three years. He is empowered to close factories, offices, and shops at his discretion, and to assign recalcitrants to residences in various places within the Russian Empire.
