(Received Feb. 28, at 8.55 a.m.) It is reported here that Great Britain has purchased two Argentine cruisers now building in Genoa and two Chilian warships building at Newcastle. INCREASING THE UNITED STATES NAVY. * WASHINGTON, February 28. (Received March 1, at 4.51 p.m.) The Naval Bill, which lias been amended so as to provide four instead of three battleships and two cruisers instead of one, has passed the Senate. NEUTRALISING THE SUBMARINE. ROME, February 28. (Received March 1, at 4.51 p.m.) An apparatus has been invented by Signor Siglio which shows the approach of % subinarino or other vessels at a distance of several miles. The apparatus has been successfully tested at Naples.
