•MACEDONIAN REFORM. TROUBLESOME ALBANIANS. Press Association—By Telegraph—Copyright. CONSTANTINOPLE, February 27. (Received Feb. 28, at 8.55 a.m.) In order to create an impression of spontaneity, the Sultan has ordered that the Au.stro-Russian reforms be applied not only to the vilayets of Saloniki, Kassovo, and Monastir, as the Powers demanded, but also to Adrianople, Scutari, and Janina, thus embracing all the RoUmelian vilayets (governments). (Received Feb. 28, at 7.60 p.m.) Albania, which possesses a population of half a million intractable and armed men, will prove to be the Porte's chief difficulty in carrying into effect the promised reforms. The Powers' injunction demands that the Pone shall make the Albanians respect the laws.
