(Received Jan. 20, at 0.57 a.m.) Russia, in reply to tho Note from Great Britain with reference to the Sugar Convention, declares that she nwait.s the decision of tho International Commission regarding the alleged bounty. At tho same time she reiterates her previous reservations.
