He said he hod repeatedly laid tho blame of the disgraceful and disastrous struggle in Samoa at the door of the Protestant missionary agents, and he was convinced that on their shoulders the main share of the responsibility must ultimately rest. He did not, however, desire to exempt from blame other officials engaged in tho shameful proceedings.
