(Received Sept. 29, at 10.51 p.m.) The French Miners' Congress have decided in favour of a general strike, and instructed the National Committee to organise for and fix the date of the strike. AMERICAN COAL MINERS' STRIKE. NEW YORK, September 29. (Received Sept. 29, at 11 p.m.) Tho miners' strike in Pennysylvania continues, and creates almost a panic. New York and Boston are threatened with a coal famine. BBEACHES~OF AWARDS. (Per United Press Association-.) WELLINGTON, September 29. A deputation of carpenters and joiners waited on the Acting-Premier to request that tho Government should appoint an inspector to see that awards of the Arbitration Court were faithfully carried out, and prosecute in cases of breaches. Tito onus of eeeing that the laws were carried out should, the deputation urged, rest with the State, and not with the trades unions. Sir J. G. Ward promised that if the deputation would show thiit breaches were committed or existed, as alleged, au inspector would lie appointed, and the deputation promised to supply the information.
