(Received Sept. 29, at 8.49 a.m.) Many people in England interpret the manifesto of the Boer generals as an illmanaged attempt at " bluff." • Boers at The Hague, deny that the fugitive officials seized the Transvaal State moneys. They maintain that whatever sums were available were' divided amongst the different commandos in the Transvaal and Orange State, before Mr Kruger's departure. The Dutch newspaper reporters, who had not so far been contradicted, recently represented Botha as publicjy thanking the Dutch and Continental nations for having forwarded the chief relief in connection with the concentration camps. Botha-has now written a letter in which he complains of the reports of his last Monday's speech. He repeats that he then stated that assistance for the widows and orphans had not emanated from tho Netherlands alone. ■ . . September 29. (Received Sept. 29, at 11 p.m.) General Viljoen, in the course of an interview in London, declared that the Boe-r generals were unwise in discarding Great Britain's friendship. BERLIN, September 29. (Received Sept. 29, at 11 p.m.)'.?. The Boer generals visit Berlin in the middle of October. They intend to seek an audience with the Kaiser.
