Tβ THE EDITOR. Sir,—l believe every word of what Arthur Smith .writes in respect to North Ward. Mr Smith did not go far enough. Sir, I say if a contractor in any county that I -know of in Otago kept a county road in the same state his contract would soon come to an end. The council employs men—no doubt they are good men,—but who are they responsible to? There is neither engineer nor inspectors. The men go out with a roving commission. They know full well their billet is suro from the day they get the job to the day they get translated to another world. The old saying is that a new broom sweeps clean; but that the old one scrapes better. I wish the old one would put a little more steam on.—l am, etc., Swagger.
