(Received July 30, at 9:40 a.m.) Lord Brassey, in aii article in the Empire Review, says that it is desirable to concentrate the naval force nearer the chief trade routes and strategical points. This would be easy if Britaiu had the swiftest vessels carrying her mails, and ]f ttay were made more effective as cruisers, but that, could only be done by Means,or liberal subsidies.
