That any dispute arising betwoen tho Board and any Borough or local authority within or without tlie district with respect to caming into effect the provisions of tlie said Act and the proposed Act may be referred to a stipendiary Magistrate, whose decision shall be final and conclusive. 36. That any person doing anything contrary to the provisions of the slid Act or the proposed Act or any by-law or regulation, or omitting or failing to perfotm any duty imposed on him, to bo deemed guilty of an offence; and in cases where no other penalty is provided be liable to a penalty not exceeding Twenty Pounds, and whenever such act or omission is o! a continuous nature a further offence to be deemed to bo committed on each,day .on which it i 8 continued ; and whenever power is given by any act or law or regulation to order anything to I bo done or omittod, on offonco shall be deemed to be committed on each day on which any person disobeys or foils to comply with any such order; and in- all cases in which property is damagod, destroyed, or lost, or pecuniary los 3 is suffered by reason of an offence, the court may add to the penalty compensation for any loss the Board may sustain, provided that such compensation, unless awarded at the express request of the Board, shall not, excepting to the amount thereof, relievo such person of any civil liability in respect of his act or omission.
