Great Britain's; commerce and her shores, and that the Mediterranean Squadron should ensure an imiuter- - nipted transit of commence. : . :Wliat r Australia needs is not a petty fraction i of the Imperial Navy, but the organisa- , lion of a naval force to repel danger. ■ Captain Malian recommends the development of local dockyard facilities aud other resources in this respect. An essential principle is that the other colonies should acquiesce in New Zealand's opinion that local security usually depends upon the general dispositions' 1 which attend on the control of the • Pacific generally, and on China's future 9 particularly. The distribution of the other nations' navies indicates 'this 9 principle.
