Tho newspaper Deutsche Reichsanzei-ger-states that in the official despatches Horr liolleben, the German Minister at •Washington, on April 15 regarded tho proposed note to President M'Kiiiley somewhat coolly, and mentions liis opinion to Lord l'auncefote, as its initiator. The Kaiser also entered his distent to the noto on the margin of a despatch. LONDON, February IS. The Times says that the opinion is held in Washington that Horr Hollebon'.s view is erroneous. The Austrian Ambassador was tho originator of the proposal, and convened the meeting of tho ■diplomats. Lord I'auncefote's and Lord Cranbovne's statement is regarded as conclusive.
