Press Association—By Telegraph—Copyright. LONDON, March 15. (Received March 15, at 10.55 p.m.) In the House of Commons Sir H. Cainp-bell-Bannerman and Sir W. V. Harcourt condemned the army reorganisation scheme* a-s unnecessarily aggressive, and suggestive of a coming conscription. Mr Balfour denied wanton aggression, and said it was imperative to be ready to defend the Empire and comply with treaty obligations.
