(Received Dec. 24, at 8.56 a.m.) The Times Peking correspondent supplied the first full and correct summary of the joint note embodying the demands on China by the Powers. December 24. (Received Dec. 25, at 1.15 a.m.) Ministers in Peking had a stormy meeting in consequence of Li Hung Chang systematically learning the progress of their meetings, although Ministers were pledged to secrecy. An Imperial edict has been issued spontaneously to open Wuchang to foreign trade.
