OBJECTS AND PURPOSES OF THE BY-LAW.

Definitions.—" Cesspool" is defined as including any fixed receptacle for nightsoil or other offensive matter, ancl " owner as including occupier.

1. Preventing the construction of any cess-pool'-unlcss the same be built in brickwork or concrete not less than 81 inches thick, plastered with cement, and rendered watertight, and sc that such'cesspool clo not exceed in capacity 8 cubic feet, and providing for the filling up by the owner of the lend of nny cesspool hereafter constructed, and not complying with such conditions.

2. Preventing the use of any cesspool not conrolving with 'he foregoing conditions after tho expiration ot three calendar months from t1.,. cl-,*e vho-i this By-law shall come into force, and providing for'the filling up as aforesaid of any such cesspool as shall then exist.

3. Preventing the building, putting up, or takiiis- down of any building, wall, or other structure, or any fence fronting a street line, or the alteration of the outward part of any such building or other structure, until notice in wriiinc thereof shall have been given to the Council-with particulars of proposed work and tne consent of the Council obtained thereto, for which consent (except in the case of'buildings or alterations to cost less than _£5, fences, and the taking down of. any building or structure) a fee of Gs shall be payable, and providing for the pulling down, taking away, removal, or alteration of any building, wall, or other structure, or any fence fronting the streot line, built or put up without such consent.

i. Preventing the throwing or leaving of any dead animal or part thereof or animal remains or offensive matter of any kind upon auy public street, private street, or public place, or into any river, creek, stream, or other water, or on the. bank thereof.

5. The alteration of subsection 1 of section 11 of By-law No. 2, lo prevent the herding or grazing of cattle on any street. G. The' alteration o? subsection 3 of section 11 of By-law No. 2, with reference to driving rattle in East and South Wards, prohibiting tho same between the hours of 10 o'clock p.m. of any day and 8 o'clock a.m. of the next following day.
